CHEYENNE - What effect do plummeting gasoline prices have on the amount of fuels tax revenues that local governments bring in this year?The answer to that question, perhaps surprisingly, is: not much at all.At first blush, it makes sense to assume that lower gas prices will result in lower fuel tax revenues.When a pair of jeans goes on sale at 50 percent off, the sales tax you are charged is less than if the jeans were full price. So it works the same at the gas station, right?Wrong.In Wyoming, the state charges a flat tax of 23 cents per gallon, regardless of whether that gallon costs 1 at the pump or 100.Once collected by the Wyoming Department of Transportation, a portion of the revenue is transferred into local government coffers, including in Cheyenne and Laramie County.So maybe falling gas prices will let people buy more gallons than they normally would, thereby increasing fuel tax revenues for local governments.Not so fast."That sounds like a pretty good theory, that with cheaper fuel people may drive more or for longer distances," said Wayne Hassinger, WYDOT's fuel tax program manager."But I don't think we can say that for sure. I don't have a sense that there is evidence to support that."Hassinger added bluntly, "We don't believe (gas prices) have any impact" on fuel tax revenue levels.Local economist Dick O'Gara agreed."Gasoline is a highly 'inelastic' good," he said. "Which means consumers are not very sensitive to changes in the prices of the good."If the price of a gallon of gas falls by 50 percent, consumers do not necessarily increase their driving by 50 percent. People are still going to drive about the same amount, regardless how much a gallon of gas costs at the pump."Derrick Lott was fueling up Friday at an East Lincolnway gas station.He said, "It's great on my wallet when (gas) prices are down. But I pretty much just drive to work and around town. So I don't really buy any more gas."On the flipside, Francis Aguilar, a local motorcyclist, said low prices may cause him to buy more gas."If gas prices are this low come summertime, I'll definitely take my bike out more (often)," he said.The fact that Cheyenne is ahead of its fuel tax revenue projections for the fiscal year while Laramie County is behind seems to point to a lack of correlation between gas prices and tax revenue receipts.As of December, the city had collected about 200,000 more in fuels tax revenue than estimated, Mayor Rick Kaysen said.Laramie County Clerk Debbye Lathrop reported revenues are about 146,000 less than anticipated in the county.This difference is likely a function of more conservative budget preparation from the city rather than any impact from falling prices, Lathrop said.Statewide, collections are slightly above projections for the fiscal year, WYDOT budget officer Rodney Freier said."It's early in the fiscal year, and we are several hundred thousand dollars ahead of projections. But that's not much to brag about or write home about," he said."It's hard to say what impact low gas prices will have on revenues for the rest of the fiscal year."If prices stay low, people might take more trips down to (Fort Collins, Colorado) more often as it starts to get warmer, which would help revenues.
