The Parliament on Wednesday approved the report of the Budget and Final Accounts Committee on the Financial Controllers Agency Bill in its second reading with 45 votes in favor and only MP Ahmed Al-Qudaibi voted against. The bill has four chapters with a total of 29 articles. The first chapter consists of definitions, second is about formation of the agency and its goals, third specifies domains and powers, and fourth contains the general provisions. The bill specifies entities subject to the agency like the ministries, other government departments, and offices with independent or attached budgets. Committee Chairman MP Adnan AbdulSamad explained the proposal was presented after the State Audit Bureau repeatedly mentioned in its reports the alleged misappropriation of public funds in ministries and other government institutions. He said the bill is the result of the concerted efforts of the Parliament and government. 鈥淲e believe that abundance of supervisory bodies is not an ideal way to rectify errors and improve performance. Approval of this bill means creation of a new supervisory system considering there are 176 financial auditors currently working in government institutions. It will help employees and officials in the State鈥檚 financial agencies to move towards the right direction. It does not contradict with the jurisdiction of the State Audit Bureau as it rather complements the Disciplinary Trials Law,鈥?he added.
